Background
It is an office under the Office of the President and cabinet, (OPC) created to run the affairs of the province in line with the devolution agenda. The Devolution and Decentralisation Policy elaborates on the Constitutional imperatives of bringing governance closer to communities and make it more accessible as a way of enhancing responsiveness, accountability and participatory governance over local development priorities. The Manicaland Province is situated in the eastern part of the country and shares 700km border with the Republic of Mozambique to the East and to the Western shares its border with Mashonaland Central. It’s Provincial capital is Mutare and province has two major towns namely: Rusape and Chipinge with a total area of 3 645 900 hectares (14 077 square miles). However, the offices of the Minister of State for Provincial Affairs and Devolution for Manicaland Province are currently housed at New Government Complex, Robert Mugabe Way in Mutare.
